Compute BUILD_NUMBER relative to the last gradle.properties mcVersion change (instead of total commits), add dependabot groups for actions and gradle deps, and simplify release notes formatting (disable generated notes and inline metadata). Remove the Publish-To-Repo step from the main build workflow and add a force-push input/conditional to publish-api workflow. Invoke scripts/SetENV.sh in publish-api and update SetENV.sh to produce jar names that omit run attempt suffix for first run. These changes tighten publishing controls and make build numbering reflect per-version increments.
Add 'submodules: recursive' to the actions/checkout step in build-pr.yml, build.yml, and publish-api.yml so CI jobs fetch repository submodules. This ensures submodules are available during builds and aligns checkout configuration across workflows (keeping fetch-depth: 0 where already set).
Add job-level condition in build.yml and publish-api.yml to skip running the build and publish jobs when the GitHub event is a pull_request. This ensures these jobs only run for non-PR events (e.g., push, workflow_dispatch) and avoids executing them for pull request events.
Introduce CI infrastructure: add Dependabot config to update GitHub Actions and Gradle dependencies weekly; add build-pr workflow to run PR builds, create the paperclip JAR, and upload artifacts; add full Camellia CI workflow to build, set environment, upload artifacts, optionally publish to Maven and create GitHub releases (with release notes and prerelease handling); add publish-api workflow to publish the API artifact. Also add scripts/SetENV.sh which reads gradle.properties, computes build/release flags, renames the paperclip jar and exports environment variables for the workflows. These changes set up automated builds, dependency maintenance, publishing and release automation for the project.
